I got some of the last gremlins done.
Problems with Windows having non-standard fonts and resolutions should be fix now.

+ added popup menu to designer - replica of Menu>Control
+ added FnxBasic Help to the Help Menu, also a setting to INI since the name is different [not FnxCompiler.chm]
- removed Option for UseWinColor and also from the INI
+ added Property to Form Fnx_UseWinColor [default False] see the manual on what UseWinColor does
+ added the code to put non-visual controls back at top/left during open [hack from Greatis DesignInfo Top=hi() Left=lo()
